The government is now “shut down” – to the extent that a shutdown actually exists (all essential services are still in place).
Where does the blame lie?
Since the reason for this shutdown is that the two political parties disagreed on a continuing resolution, which would have kept the government running, the answer, of course, is that they are both to blame.
But since people like to ascribe blame to one party o the other, let’s consider the senate vote which required 60 “yea” votes for passage but got only 50. Which of the two parties is more to blame?
About 90% of all Republicans voted to pass the continuing resolution.
About 90% of all Democrats voted against the continuing resolution.
You now have your answer.

Republicans – we need to fund necessary programs until we can agree on a budget.
Democrats – We need a kitchen sink.
