“If you\’regoing to be retroactively classifying materials that\’s an impossible standard.You know it\’d be like somebody in the Department of Transportation settingspeed limits that had cameras where cars were going down a road, and picturesof license plates were being taken and let\’s say the speed limit was 35. Andthen retroactively the police say that speed limit should\’ve been 25, so let\’sgo back and look at anybody who drove down that road and exceeded 25, we needto follow up on that. That makes no sense in that context, it makes no sense inthis context of, you know, you had no reason to know or you were certainlygiven no notice; you were certainly given no notice to know thatsomething might later be viewed as potentially classified. That\’s just not theway we do business in the government.”
The best explanation Iheard of this I heard yesterday in Des Moines from a man I was shaking handswith… He said, “This is like you drive through the same intersection for fouryears and the speed limit is 35 and then you move out of town and they changethe speed limit to 25. And then they start sending tickets to people who drovewhile the speed limit was 35 over 25.”
