A QUICK QUESTION ABOUT RE-OPENING THE ECONOMY

If supermarkets can be open – with appropriate safeguards (e.g. limiting the number of shoppers, keeping people at the entrance and on the checkout lines sufficiently apart from one another, having them wear gloves and masks) – why can’t retail outlets do the same?

Why can’t, for example, a department store, or a clothing shop (minus use of the fitting rooms), or a cosmetics store, or a general merchandise store, open providing they implement the same safeguards?

We have to re-start our currently non-existent ecnomy.  Why can’t this be a way we do it?
